Начиная с версии 1.9.5 nginx поддерживает работу с протоколом HTTP/2 только поверх HTTPS и чтобы его включить следует добавить директиву http2 в параметр listen.
server {
listen 443 http2 ssl;
...
}
После внесения изменений проверьте корректность конфигурации командой nginx -t и перезапустите сервис.
